The Vienna Journal of East Asian Studies assembles high-quality research articles with a particular focus on the work of emerging scholars. Once a year the editors invite contributions from staff and from only the most distinguished recent graduates of the Department of East Asian Studies at the University of Vienna, providing a platform to disseminate pioneering local scholarship to a worldwide academic audience. In addition, the editors regularly welcome unsolicited submissions from international scholars, which also have to undergo a rigorous review process. New Publication

Prof. Frank has for the first time written a comprehensive book on the DPRK, or North Korea. The book combines his expertise as an East Asianist and Economist with his personal insights based on 23 years of travel and interaction with North Korea on various levels, and draws heavily on his experience as an East German who spent roughly half of his life under socialism. This is in many ways a very personal book, full of anecdotes and with over 30 photographs. “Nordkorea. Innenansichten eines totalen Staates” has been published in German at DVA Munich. REMINDER: The EcoS Alumni Network cordially invites all EcoS students to the 1st EcoS Students meet Alumni Event which will be an exclusive Sushi workshop with star chef SAKAI Hiroshi. The event will take place on Sunday, Sep 28, 4pm-7pm at restaurant SAKAI - The taste of Japan (Vienna, 8th district).

We aim at bringing together current EcoS students and alumni in order to exchange ideas and experiences and of course learn to create sushi specialities. This is planned to be the first of a series of events where students and alumni meet and get together.

The EcoS team is looking for a motivated student assistant for the upcoming winter term from October 1st 2014 to January 31st, 2015 for the extent of 10 hours a week.

In close cooperation with the EcoS team and the student representatives the hired candidate will provide information to potential and current students and do various administrative work (works for Director of Studies, Approval of Credits etc.).

  • being fluent in English and German
  • being comfortable in learning and using new software applications
  • being an active EcoS student for at least one semester

Is Indonesia a new star to watch? Can this huge and rising economy be an equal match to powers like India, China or Brazil? Will it confirm her one-time status of a regional power? Analysis: Prof. Frank on the newly elected North Korean parliament

Prof. Frank analyses the first session of the newly elected North Korean parliament which took place in early April 2014.
Despite the absence of major suprises, he identifies some notable developments, including: Bureaucrats still dominate the parliament; North Korea is continuing an expansionary fiscal policy; revenue from economic and trade zones is listed for the first time; the defense budget has been officially increased after many years, albeit minimally; profits from real estate rent are expected to grow much more strongly than before; the projected growth rates of expenditures on items including education, health care and social insurance are substantially reduced; and: sports are a new top priority reflected in a tripling of this item’s growth rate.

Fire the Speech Writers: An East German's Perspective on President Park's Dresden Speech

in: 38 North, 4/2014, U.S.-Korea Institute at the School of Advanced International Studies (SAIS), Johns Hopkins University

South Korean President Park Geun-hye gave a speech in Dresden on March 28. Much has been written about it, mostly with a focus on her proposals vis-a-vis Pyongyang.
Prof. Frank adds a few thoughts from a different angle, with perhaps surprising results for those who are not too familiar with Germany and its history. His main point is that the speech reveals a severe lack of knowledge of the East German context, and thus sends signals to North Korea that might be unintended, but are nevertheless powerful.

Can North Korea Prioritize Nukes and the Economy at the Same Time?

in: Global Asia, Vol. 9, No. 1, Spring 2014, pp. 38-42

Prof. Frank explores the question of the meaning and the feasibility of byungjin, a new policy line announced by Kim Jong-un in 2013. His key arguments are that byungjin is de facto the end to songun, as "economy and military at the same time" is logically incompatible with "military first", and that a key question is feasibility: can both be done simultaneously, and if so, where does the money come from?

If you graduate after April 30, 2014, you can substitute your BA-equivalent certificate with an official letter from your Directorate of Study stating that you indeed are set to graduate before September 30, 2014.

Please understand that an admission without a BA-equivalent certificate will be considered conditional until you provide your proof of qualification. In case you fail to do so by September 30, 2014, your admission will be revoked.
