Prof. Frank has published a short analysis of the 2016 budget report from North Korea.

The three most noteworthy among my twelve observations include the growing income from “local” sources; the substantial increase in infrastructure investment planned; and the absence of any visible effect of the latest sanctions and the Kaesong closure on budget projections for 2016.
